The Coalition on Long Term Residents was formed in September 2000 as a result of meetings between the West Indian and Portuguese communities in Bermuda. The object at the outset was to assist Government with respect to proposing solutions as to how to address the rights of these individuals.

The following are founding members of the Coalition on Long Term Residents. They also represent the Steering Committee and each are Bermudians of either West Indian or Portuguese heritage.

Manuel Edward (Eddy) De Mello


Eddy De Mello is Bermuda's pre-eminent entertainment promoter, having introduced to Bermuda world renown talents, such as Mahalia Jackson, Ray Charles, Stevie Wonder, Charlie Pride, Hank Williams Jr. and Portuguese Fado singer Amelia Rodrigues. Jamaican soca and reggae superstars Byron Lee and I. Roy have been amongst Mr. De Mello's more recent recruits. He is owner and manager of several retail businesses-The Music Box, Music Box East, Ceramics & Things as well as a partner in Queen Street Liquors. He has produced numerous recordings under the label of Edmar Records.

In 1979, Eddy was awarded the Certificate Da Ordem Comendador Do Infante Dom Henrique-translated as the "Order of Prince Henry the Navigator"-by the President of Portugal. In 1988, the British Government awarded him the Queen's Certificate of Honour (Her Majesty, Queen Elizabeth the Second) in recognition of his work with the Portuguese Community in Bermuda and for his contribution to the island's entertainment scene, especially as it relates to bringing major celebrities to Bermuda.

He has been actively involved with the Vasco Da Gama Club for more than 25 years, 17 of which he served as President. For 29 years he hosted the Portuguese Radio programme, on numerous occassions he has served as Portuguese interpreter in the courts, and from time to time he has been consulted by various Government administrations on issues relating to the Portuguese.

Foster A. Burke

Foster A. Burke a graduate of the St Vincent Teachers' College. He joined the Bermuda Police Force in 1969 and was promoted up to the rank of Inspector while serving in several sections of the Force. Before retiring in 1997 he benefited from many local and overseas Courses including management courses in Jamaica, Scotland Yard London and Ontario Police College. He is the Director of Security at Sonesta Beach Resort, a position he has held for the past four years. He is a member of several organizations including the West Indian Association of which he is a founding member and a former president for seven years.

Judith A. Swan

Judith A. Swan is Co-owner/Manager of Ar-Del Graphics, a small business that provides corporate equipment and supplies to law firms and management companies. She graduated from the Bermuda College and attended the
University of Massachusetts. Before starting her business she was employed in Bermuda's legal arena for more than ten years. Judith is an active parent
volunteer at Gilbert Institute School and an executive member of the school's PTA. She served as an interviewer for the National Drug Commission survey
(1995) and is a member of The First Church of God in Somerset. She served as past secretary to that Church and was a member of the Board of the Church's Nursery and Pre-school and is currently the leader of the
Children's Church Ministry. Judith is a facilitator of the Job Readiness Programme with the Department of Labour and Training where she conducts seminars on self management, preparation of cover letters, communications skills and interview techniques. Judith is the president of the Jamaican Association (Bermuda) and past secretary to that Association


Shurnett Yvonne Caines

Shurnett Yvonne Caines came to Bermuda 36 years ago from Jamaica. She attended St.Peter's Nursing School In Kingston Jamaica. While in Bermuda she graduated from The King Edward Memorial Hospital Nursing School. She has been nursing at Westmeath Nursing Home for Seniors for the last 19 years.Shurnett has also received the Associate Degree in Early Childhood Education from the Bermuda College. Her civic duties include: Member of the Deaf Awareness Club, Immediate Past President of the West Indian Associaton, Past President of the Jamaica Association, Lay Instructor for St. John's Ambulance Brigade. She has been actively involved at her church the Hamilton Seventh Day Adventist. She has served as Sabbath School Superintendent, Class Teacher, Choir Member and Storyteller. She has also served on the Bermuda Institute School Board for 6years. She is currently on the Board of the West Indian Association.


Trevor G. Moniz JP FCIArb MP

Trevor G. Moniz JP FCIArb MP (born 25/5/54) LLB (Hons) Kings College, London University, Dip BA Toronto University. He was called to the Bar of England and Wales in 1976 and to the Bermuda Bar in 1977. He was first elected to the Bar Council in 1992, served as Secretary 1999-2000, Vice-President 2000-2001 and was elected President April, 2001. He practises mainly in general practice and litigation. He has been a Member of Parliament since 1993, and has served as Chairman of the Joint Select Committee on Members' Interests since 1996. He is Vice-Chairman of the Bermuda Maritime Museum and Chairman of Capital Fund Raising. He has publicly championed the cause of long term residents since 1992.

Robert R. Pires CFA

Robert R. Pires CFA is Chairman and Chief Executive Officer of Bermuda Invstment Advisory Services Ltd.. He graduated from George Washington University with an MBA in International Business (emphasis in Finance) and later qualified as a Chartered Financial Analyst. He has served on several Boards in Central and South America, Jamaica, Portugal and Bermuda. In January 2000, he was appointed by the Bermuda Government to the Board of Governors of the Bermuda College as well as to the Board of Directors of the Stonington Beach Hotel. In 2001, he was elected to the Board of Regal Beach Club, a Cayman Islands resort complex. For the past four years, he has been actively involved with the Bermuda Chapter of Big Brothers/Big Sisters.
